Notebook scrolling is buggy #216589

When I attempt scroll up in a jupyter notebook, it scrolls back down by itself making it almost impossible to work with notebooks

another report of this behavior: https://github.com/microsoft/vscode-jupyter/issues/15405, I'll take another shot at trying to find a repro. @BBiering if you notice any characteristics of the notebook that causes this behavior to happen, that would be helpful to know.
