Limit the maximum size of editor groups when "View: toggle editor group sizes" is enabled

When enable View: toggle editor group sizes, the editor group takes about 90% of the whole width, and leaving a lot of blank space(40% of the whole width). This wastes too much screen space.

I suggest to add a new setting (perhaps "editor.maxWidth") to set the maximum width of the editor group. Possible options allowed:

• "rulers": the max width is set by "editor.rulers" （The maximum value in the array）
• "wordWrapColumn": the max width is set by "editor.wordWrapColumn"
• N (int): Exactly N columns of code can be displayed
• "xxx px": pixels of max width
• "xx %": screen percentage
• ...

Some other possible options

• "editor.maxHeight": similar to "editor.maxWidth"
• "editor.minWidth"
  • If (total width - the expanded editor group width) / number of remaining editor groups < "editor.minWidth"
  • set the first few remaining editor groups to "editor.minWidth" if possible，and hide the remaining editor groups
    • remaining editor groups may show as a vertical thin strip (maybe about 30px width. The min editor group width current is about 329px on my PC, Only 15 columns of code can be displayed, which is almost useless for code reading except for clicking to expand the editor group.)
    • some buttom on the strip
      • show
      • to show the hidden editor group and hide some others
      • expand
      • maximize
      • similar to "View: Toggle Maximize Editor Group" but show strips indicating hidden editor groups
• "editor.minHeight": similar to "editor.maxHeight"
