[folding] Make the expand/collapse tooltip disableable #221448

The tooltip is being shown on hover on every single arrow. While working with big json files (or any other files for that matter), trying to collapse unnecessary parts the tooltip covers/overlays on parts of the code and makes it unable to read. Thank you
