In latest Insider build, files that open on startup are set to "Plain Text" #225183

Type: Bug

In the latest Insiders build, files that open on startup are set to "Plain Text" encoding. Subsequently opened files are correctly identified, but closing code and re-opening (so those files open on startup) will set them to plain text again.

I did run code-insiders --disable-extensions . to make sure this was in code itself.
