Add a way to close the last window without restore #226093

I use "window.restoreWindows": "all", so it restores previously opened windows in case of exit/crash. At the same time it restores the last opened window even if I intentionally closed it, not exited from the app. Is there any way to close the last window without it being restored on the next launch? (preserving the behavior of restoring windows when you intentionally exit or a crash happens)
