Missing "Outline" option in View More Actions menu

I cannot seem to enable the "Options" function/feature even though I have "outline.show": true, in settings.json. Is there another way to activate this feature?

uhhh... I've read the "issue reporting guidelines" and I don't know how much more information I can add as my request already contains the System Info, Installed Extensions and whatever A/B Experiments contains. The title clearly states what I'm looking for and my description expands on that. I can't offer any reproducible examples as this would mean I'd have a way to undo it, negating my issue.
