Cannot move cursor to inside selection

Steps to Reproduce:

1. Select a block of text.
2. Click on anywhere inside the block of text.

Expected Result: Remove the selection and move the cursor position to mouse position.

Actual Result: Notihing happens.

@alexdima The issue magically disappeared today. I think it might be one of the experiments? I did not test behavior with telemetry disabled.
