No `ctrl+o` Shortcuts. When `ctrl+o` Pressed (Before Waiting vsCode to Fully Load), `Open File` Dialog Opens #234280

[!NOTE] This issue is not related to simpleDialog. I disabled it and it was still happening.

Can you open Command Palette and write Developer: Toggle Keyboard Shortcuts Troubleshooting, and check the logs when you enter these keys.
