Can't vertically scroll in vscode, and a weird whell icon appear on the right side of mouse.

Issue Type: Bug

When I scroll in the editor, editor can only horizontally scroll instead of vertically scroll. But when the mouse focus on the bug report window, the mouse is able to scroll vertically. And there's a weird looking whell icon on the right side of the mouse:

This problem also happened in other chromium based runtime, including Chrome and other Electron apps. I am not sure is it a vscode bug or chromium bug.
