restart to update does not work

I am on the Jan 2019 release .. and clicking on restart to update VSCode does not work. After clicking it does shut it down .. but does not update. On opening code again , Code is at the same version and the message again appears to restart to update

same steps as before , just after VSCode had run rg and other introspection scripts as part of clicking "Report a bug" ... this time the update worked ! Root cause beats me , but happy to close as cant add any data to help diagnose further.
