2 years later, this issue suddenly happened to me, windows 10.
Any workaround? It's really inconvenient.

I've also noticed this as of 12/28/2021. I tried the Snap package and I've tried the AUR version for Arch and both have the same issue.

Tab dragging suddenly stopped working on my machine. I'm running 1.63.2 (User Setup)
Edit: I also cannot drag files between folders
Edit2: After doing nothing to fix it and leaving it running overnight, it's somehow working again... 🤷♀️
I was hoping this issue would get fixed in the next updates but I'm on 1.64.1 and I'm still not able to re-arrange my tabs and I've also noticed not being able to drag files between folders in the side-nav. It works for a little bit and then I don't know what changes during my day as I work but it all of a sudden stops working.

using Ubuntu 20.04 with dual monitor. today this happened to me as well, but then I moved VSCode from one monitor to another with unmaximazing. Later, I moved to the initial position, it started working.
Version 1.65.2 on Ubuntu 20.04.4 on Xorg (with jwm as window manager, though I do not believe it should matter). Dragging and dropping tabs between/within panels never worked for me (dropping is impossible as there is no highlighting in the target area), unless the application window is maximized -- in which case this functionality is partially restored (the drop area is still unavailable when dragging some tabs, but it generally works)
EDIT/UPDATE: v1.66.0 seems to work perfectly now on this Linux workstation, highlighting all the drop places correctly, just like in Windows!
I am using Linux+sway and I am having the exact same issue since 1.69. I can reorder tabs without any problem after downgrading to 1.68.
Is this still an issue for non wayland users with latest stable 1.74
? For wayland users please follow https://github.com/microsoft/vscode/issues/156723 for updates.

Sounds exactly like #45303 but that was closed without a resolution other than "windows update made it go away". I use vscode on three different machines running ubuntu 18.04 and I only observe this on one of them. This started happening several updates ago, I wish I had captured the version when it first started. Mostly I've just been living with it for quite a while.
When I try to move a tab from one pane to another, the tab rendering follows my mouse but the tab doesn't move:
