Unable to hide problems tab on Panel. #95740

Issue Type: Bug

I'm unable to hide or remove the problems tab when I build or debug code and there's a syntax error. The problems tab unhides itself and puts the focus back on itself moving the focus from the Terminal or the Debug Console.

VS Code version: Code 1.44.2 OS version: Linux x64 4.18.0-20-generic
