I don't think you're going to solve this issue without actually checking the logs for the actual exception thrown with that traceid.

Sent email to that address, though which logs you specifically refer to there is a bit of a mystery to me, i atleast was referring to their internal service logs that nobody else should have access to.
I emailed them anyway and provided a summary and offered to provide any additional information they might want.

Describe the bug Filling out the fields in the create publisher page and then clicking Create results in an error message shown above the create button instead of an account being created.
To Reproduce Steps to reproduce the behavior:
Open https://marketplace.visualstudio.com/manage/createpublisher?managePageRedirect=true Fill out the fields Click Create See error: TF400898: An Internal Error Occurred. Activity Id: d0202336-a504-4f10-befc-acfb320a2625 Expected behavior A new publisher account is created successfully and the user is redirected to the correct page

Obviously not everyone hits this obstacle as you would've noticed it rather quick. With what little i know of TFS and this seeming to be a TFS error, this ought to be rather concerning.
Please give instructions on what additional information i can give you to get this resolved.
