Build agent (1.95.1 & 1.95.3) creates server workspace #320

I am having troubles because the TFS Build Agent creates workspaces with location = server. As I understand (https://github.com/Microsoft/vsts-agent/issues/504#issuecomment-241859392 & https://github.com/jessehouwing/vsts-tfvc-tasks/issues/37#issuecomment-264123718), the agent should never create server workspaces.

Is there something that we have configured wrong?

TFS Version: TFS on-premise 2015.2.1 Agent versions tested: 1.95.1 & 1.95.3

Our TFS installation started on TFS 2010, and has been upgraded several times, and we still have a lot of XAML builds. So maybe there is some old configuration?
