What is the public url that you configured for your server? Is it set to HTTPS or HTTP?

Its configured with https --> "https://xxx.com/tfs/DefaultCollection/" and users can connect to it after connecting VPN network.

I am also seeing this issue and my public URL is configured in the admin console. We only have one application tier using Tfs2018.Update3 tempsnip

We also use TFS on premises 2018 Update 3 and could see the same issue. Do we have a workaround for it?
