Bug: DIPROP_* flags from dinput.h not generated

This is one of the more interesting parts of the C API that I have seen so I made sure to check Windows.Win32.winmd in ILSpy to be sure this isn't just an issue with the rust generator.

Are these flags or just missing GUIDs?
