Unable to flight builds

Started happening last Thursday. Please see output below:

Finishing: Flight Connector to Insiders

You can see in the logs that it created the submission, but then complained that it couldn't modify it because it wasn't created through the API. Going in to the portal and deleting the submission results in the same error happening again next time.
