Missing xml doc files in Microsoft.WinForms.Designer.SDK package #9

Microsoft.WinForms.Designer.SDK Version 1.1.0-prerelease-preview3.22076.5 all xml doc files are missing. So we have no help on items in V.S :(

I am silent about the need for full documentation on learn.microsoft.com :)

@merriemcgaw FYI.

We plan to amend docs while going forward. I have the ElementHostDesigner on my plate right now, since this is a migration blocker for many people, and am picking up the root component designer work along with that.

There are API changes/extensions needed for the latter, which we need to take into account for the docs.
