Brief description of your issue

winget installs dotnet as dependency even though already installed

Steps to reproduce

install dot net 6 from website run winget install handbrake

Expected behavior

the dot net install part to be skipped

if i let it down load and install, inteller quits as soon as it opens and the install contiunes
