Failed in attempting to update the source: winget, InternetOpenUrl() failed when using winget upgrade --all #4417

Brief description of your issue

I encountered this issue a while back after installing Cloudflare Warp. Before that, everything functioned correctly. I have attempted various commands suggested by the community regarding this issue, but none have been successful. The only time it worked was when I ran Cloudflare Warp.

Steps to reproduce

  1. Run PowerShell 7 (with or without admin)
  2. Execute winget upgrade --all command
