Cleanup after Install does not remove empty folder #4450

Brief description of your issue

After a successful install, WinGet will remove the installer file. This has the tendency to leave empty folders in %TEMP%\WinGet

Steps to reproduce

Install several applications using WinGet and navigate to %TEMP%\WinGet in Explorer

Expected behavior

No empty folders to be present. If an installer wrote a log to the folder, the folder would remain

Actual behavior

Empty folders are not being removed
