Description of the new feature / enhancement

We have the Gitter room for winget-pkgs (https://gitter.im/Microsoft/winget-pkgs), it would be nice to have one specifically for DSC

It looks like gitter is fully migrated to Matrix. I'm not sure if we need to update the other links or the badge.
