GitDsc/GitConfigUserName resource does not set user's name

Brief description of your issue

The Gitconfig name resource is not setting your name.

Steps to reproduce

Download gitconfig.txt rename gitconfig.txt to gitconfig.yaml Run winget config gitconfig.yaml

Expected behavior

Set name and email in git config.

Actual behavior

Only email is set. gitconfig.txt
