Yes, of course!
As I said before, I had to add Paths to environment path and before Winget/Links
path to make them work.

I did it like:
winget install -e --id Genymobile.scrcpy
This seems to be related to the packages being Zipped Binaries and DLLs not being available via symlink. If Developer mode is enabled or the install is performed from an administrator terminal, symlinks will be used and the Links
directory will be added to PATH. If neither of those conditions are true, the install directory will be added to PATH.

You are correct. I performed from an administrator terminal. Is that why?
Links directory is added but I get the error anyway.
