Policy bot sometimes doesn't add status comments #162847

These are all PRs where the policy service bot didn't add a status comment. Usually when status labels are applied on a PR e.g., Internal-Error, Validation-Completed or others, the bot adds a comment explaining the context behind applied label, which isn't happening in these cases.

To help mitigate load, a member of the internal team has sometimes disabled the webhook, which applies labels. This might have occurred here.
