PR is #164618

This particular package was removed due to #94161 and #95986. I'm not sure if the intention was to instead have users install it with the main Visual Studio installer, but there is a separate independent installer. There is a use case for having Remote Tools installed without needing to have Visual Studio installed to enable remotely debugging deployed code on machines that do not have Visual Studio installed. It would also be preferred to not have to use the Visual Studio installer.
