This appears to have a dependency image

.NET 2.0 Framework is "normal" installed as a Windows feature .NET Framework 3.5 (includes .NET 2.0 and 3.0)

.NET 2.0 will still be a dependency for the pipelines and sandbox applications. Even if it is normally installed as a windows feature, it may not always be installed, which is why the pipelines are throwing the Validation-Unattended-Failed on the pull request

It isn't normally installed, .NET 3.5 is optional in Windows 10 and 11. We'll need feature dependencies for this to work.

I think what's needed here might not exactly be a Dependency, but instead a WindowsFeature, possibly for NetFx35 or similar.
