Running WSL2 VM produces excessive ETL output in normal operation. The issue appears identical to #978, which is closed in 2023

Expected behavior:
Not seeing significant amount of trace files in normal operation, unless requested.
Actual behavior:
Simply running WSL2 VM with VSCode as a GUI app, produces steady diagnostic output. As observed in ResourceMonitor there is a steady writing at the rate of 40+ KB/s, which accumulates over time. ETL logs are not cleared on reboot, continuing to waste space.
