Resolves issue where Resource Group Already Exists #47

There was an issue where it would fail if the resource group already exists. Added control statement to check and echo message if file already exists.

All good @lliimsft . I'm a MSFT Engineering Mgr based in Singapore. Do a bunch with Batch and batch AI with customers so have some more PRs to send for some new recipes but will wait until after you guys ship the new release. Might ping y'all for a beer next time I am in Redmond.

I didn't check the Windows script for this PR so might want to check that.
