UCL -- Documentation changes reccomended based on deployment experience #191

These are some documentation changes we recommend based on our experience deploying a new installation.

The major items we wanted to address:

  1. Using a valid version of the Microsoft CLI to avoid running into deprecated commands
  2. Troubleshooting having issues with purge protection on key vaults
  3. An extra piece of Moodle configuration to ensure connectivity on a new moodle installation (in troubleshooting guide, moved to configuration guide as well)
