SQL Web DB we provision are being sunset Sept 2015 #229

Currently we are using a SQL Web DB. These are being retired this year. And will no longer be supported by Sept. 2015. Need to upgrade this to basic support. https://msdn.microsoft.com/en-us/library/azure/dn741330.aspx
