As this is collection of multiple sample projects and each sample project having it's own root folder with LICENSE and SECURITY, maybe it would make sense to update the COC on the individual projects within the repo as well. Just a suggestion.

Also, the very end of the README has sections of the COC, so those should probably link to the new COC file instead, or be removed
