As a user, When I’m on the header area I would like to see a notification icon

Responsive design Accessibility Telemetry: measure clicks on icon to access feature usability

Design Please refer to figma file for design requirements

@RabebOthmani this is currently blocking the team since the issue requires further scoping to determine functionality of the notifications icon.
