Update GitHub action versions and configs

Describe the bug Workflows are using preview or outdated versions. Most of the used workflows are a version ahead:

• [ ] actions/checkout@v3 is at v4
• [ ] Azure/static-web-apps-deploy@v0.0.1-preview is at v1 with updated config
• [ ] actions/cache@v3 is at v4 with additional config
• [ ] actions/setup-node@v3 is at v4
• [ ] actions/download-artifact@v3 is scheduled for deprecation in Nov 2024. v4 is recommended.
• [ ] actions/upload-artifact@v3 same as above
