Proposal: mgt-file-list should have click-behavior

Description

When clicking on a document or a folder within the file-list, a default behavior of what should happen.

• When clicking on a folder, it should navigate to the folder.
• When clicking a file it should either -- open in Office Online -- be downloaded -- metadata properties should be shown

Rationale

Currently the file-list shows documents without any other way of interacting with the documents which is the next step in using a list of files, e.g. end users need to work with the documents.

Preferred Solution

Have a property on the file-list or on file component where a developer can specify what the default behavior should be: defaultOpenBehavior:[download][wac][properties]
