Proposal: Add dark theme to mgt-teams-channel-picker

Description

  1. Add common colors and mixins base on design
  2. Revamp mgt-teams-channel-picker css classes and structure
  3. Add scss variables and mixins to support dark theme

Rationale

MGT components right now support light theme. Developer community has asked for dark theme, Microsoft Teams theme, and custom themes.

Preferred Solution

Enable developers to configure mgt-teams-channel-picker to show dark theme by adding attribute theme="dark". Enable developers to configure mgt-teams-channel-picker to show custom theme by adding attribute theme="my-theme" (attribute value in discussion)
