Creates a KeyVault
Creates a managed identity
Uses a deployment script (run using the MI) to:
- Create an X509 certificate (in the KeyVault) if it doesn't exist
- Fetch the certificate
- Pull a base64 encoded public key and other cert metadata
Creates a client app with the public key
