Review existing ConsistencyLevel header XSL transform

The existing XSL transform does not cover all APIs as stated at https://learn.microsoft.com/en-us/graph/aad-advanced-queries?context=graph%2Fapi%2F1.0&view=graph-rest-1.0&tabs=http.

We should review the XSL transform to ensure it covers all publicly documented APIs that support ConsistencyLevel.
