the test tenant in use belongs to a former team member. And the beta repo is not setup with the secrets.

[ ] create a new dev program tenant
[ ] save the admin credentials to the teams secure store
[ ] create an app registration (users.read.all in app only)
[ ] create an application secret
[ ] update the client id, tenant id, and client secret secrets for the build_test environment
[ ] update this integration test https://github.com/microsoftgraph/msgraph-sdk-typescript/blob/930e793d2aaec6ba0be32b3fe9f2ecbb2fca55b0/packages/msgraph-sdk-tests/userTests.ts#L14
[ ] replicate changes in beta (environment will need to be created)
