Even the current ARM11 payload is something sort of a "universal" payload. They share all code after set_app_offsets.
This also reduces troublesome works to maintain Brahma.
Not a bad suggestion, and I've actually thought about this before. Might do this (making a common arm11 payload that's loaded from all entrypoints), but not really interested right now.
