Remove Data Format with identifier MIDAS-ISG:flusight-forecast-v1.0 #278

Before removing, please make sure this identifier isn't used by any software. If it is, do not proceed.

FluSight Forcast has the identifier: MIDAS-ISG:flusight-forecast-v1.0

FluSight and EpiVis use FluSight Forecast as input formats.

Okay can you please remove: MIDAS-ISG:flusight-forecast-submission-v1. It's a data format that I added that is not necessary.
