Cluster articles by "URL safe" version of tags, so we don't miss articles in listings.

Fix for v3-stable branch.

Fixes middleman/middleman-blog#313

@iwarner this is actually targeting v3-stable, so both 3.x and 4.x versions are fixed.

Is v3 development "officially stalled"? This PR is on top of current v3-stable branch - we are still using it on prod.
