Updgrade to Rouge 3 #73

Rouge is currently in 3.x

Any chance to upgrade?

@tdreyno - what is the reasoning for not updating to newer versions of rouge?

There are new lexers available for additional languages - e.g hcl for terraform, which would help our documentation efforts.
