Lead Time overlay doesn't load on first click #395

Description:

Lead-time overlay stays stuck in the first load, then loads after closing and reopening the modal

Steps to reproduce:

Open /dora-metrics page
click on the lead-time card
wait for the overlay to open-up

Expected behavior:

Overlay stays stuck on loading

Actual behavior:

Overlay should trigger the respective thunk and load the page
