docs(faqs): add notes on rollover time #26

An initial attempt at explaining rollover time. First, directly answer it is not available. Second, provide some detail as to why it is not.

I attempted to keep the sample vague on specifics while still being descriptive in the total cost equation.

Totally open to going over the wording more. This is just a first-attempt at kicking off the docs which is hopefully good enough for inclusion with minimal reworking.

I do not feel that including "why" is appropriate for an FAQ doc, I am fine with with adding the first Q/A though.

Seemed reasonable when writing to have them side-by-side but separated. Very often in chat when people ask and we say no, their first question is "But why?".
