RFC: STYLE file #35

In order to have some stylistic uniformity in a source code, it is common to 
have a STYLE file in the root of a project (see xmonad, yi, etc.).

In the interest of the long term readability of the code, I think it would be 
good to agree on a few conventions. Would you guys agree with having such 
guidance? 

If so, to get started, I can push a few things I've collected while reviewing 
the code.
