Remove FakeREF #67

Once Anchors have matured and IData has been ported to use them, we should be 
able to remove the ignominious FakeREF system.

Programming problems use fake references as well. Is the plan for anchors to 
replace labels everywhere?

Dunno for programming labels, I got to look at them later. My current target is 
Desc/IDesc.
