This is not super important but would enhance the user experience and practicability a lot.
The problem: You cannot scroll down in the Table of Content itself. It just scrolls down, when you scroll down in the text. It would be amazing the if table of content would both be
1) moving according to how far you scroll down in the text
2) if you could scroll down in the TOC independent of the text.
This is only important for big Wikis like the Manual:
