why the bootstrap change? Please revert.

Note: the release pr should not contain any code changes. The bootstrap changes should land on master on their own.

The bootstrap change was just changing a version string in the bootstrap code.

Ah I see, I hadn't rebase on master.

Split this PR, now it only has the changes to configure and build/build-version.scm to support this MANIFEST feature, and an update to release.md. Release PR moved to #1077.
