This consolidates the loader and changes the module file system layout in preparation for integration with the gambit loader.

Specifically:

module ids are restricted to a-z,A-Z,0-9,_,-
the load path is consolidated and shared between the module loader and the expander; in the future it will be the same as the gambit module search path.
the section separator is now ~
the rt loader drops the __rt suffix
